Employer Engagement Specialist

Term Position September 2026 to December 2027, with the potential for renewal, subject to funding and organizational requirements.
Full-time position supporting employers in Kings and Annapolis Counties, with work locations based at our Coldbrook and Middleton offices and supporting our Annapolis Royal office.
Standard weekday hours are 8:30 a.m. – 4:30 p.m., 36.25 hours/week, with occasional requirements to work outside these standard hours. Occasional travel to other sites may be required.
Salary: $24.19- 26.88 per hour (2026) $24.55-27.29 per hour (2027), based on qualifications and experience.
Position Profile
The Employer Engagement Specialist (EES) provides liaison between employers, Government, and Nova Scotia Works (NSW); implements effective marketing and outreach strategies that help employers build their business and recruit employees; demonstrates program knowledge and
service management for employers, including assessing employer needs, identifying recruitment, retention, workforce and HR challenges, and managing the coordination of targeted outreach services; cultivates new and existing relationships through regular employer consultation meetings—in person, on the phone or virtually; provides day-to-day assistance to employers and facilitates access to appropriate programs, resources available such as Skills NS, etc., and services including ongoing follow-up; works with the other NSW Centre staff, including
Career Practitioners, to facilitate better job matching/job development and support positive employment outcomes for job seekers and employers; collaborates with community partners, providing leadership to plan job fairs and events; participates on regional committees; maintains strategic partnerships with agencies such as Regional Enterprise Networks and Sector Councils; maintains links with external agencies and other organizations such as NSBI, LSI, OSD; promotes NSW Centres through strategic memberships such as Chamber of Commerce.
The EES reports directly to the Manager, Nova Scotia Works Centre.
Skills & Competencies
- Strong communication, interpersonal and customer service skills, and commitment to teamwork both within and outside NSW Centres;
- Good knowledge of Human Resource practices and regulations for Nova Scotia;
- Good understanding of services and programs for employers;
- Good industry knowledge, and knowledge of community organizations and referral agencies;
- Ability to assess employer/business needs, identify challenges and provide appropriate solutions, referrals and follow-up;
- Demonstrate commitment to and competency related to Inclusion, Diversity, Equity and Accessibility (IDEA);
- Adherence to inclusionary practice, ethical decision making, respect for diversity and confidentiality;
- Adept in marketing, promotion and public relations;
- Strong presentation, facilitation and public-speaking skills, with the ability to represent Nova Scotia Works professionally in employer, community and industry settings;
- Knowledge and promotion of services available through the Nova Scotia Works digital channel;
- Build relationships and processes with other Career Practitioner and Employer Focused roles for the purpose of ensuring support to both job seekers and employer clients and supporting positive outcomes for Nova Scotia Works clients;
- Proactive account management and timely follow-up;
- Refer employers to Job Matching through the Nova Scotia Works digital channel;
- Ability to understand, interpret and communicate labour-market information, trends, occupational requirements and workforce needs to employers and community partners;
- Ability to effectively use information and communications technology, databases and digital tools to support employer engagement, research, documentation, marketing and service delivery.
Responsibilities
- Provide day-to-day assistance to employers with their human resource needs such as recruitment, retention and HR Strategies;
- Conduct needs assessments with employers to identify recruitment, retention, workforce and HR challenges and develop appropriate strategies, referrals and follow up to address identified needs;
- Promote and facilitate access to Government, industry and community programs, resources and services;
- Work with the other NS Works Centre staff, including Career Practitioners, to facilitate employers finding appropriate, skilled employees and to support effective job matching, job development and employment outcomes;
- Facilitate and participate on regional committees that have a strategic connection to employer engagement;
- Collect employer information using LaMPSS for the purpose of Employer Case Management and labour market research to inform effective programming and services;
- Maintain accurate and timely employer records, case notes, service information and documentation in accordance with program requirements, privacy legislation and Nova Scotia Works standards;
- Disseminate and interpret labour-market research for employers;
- Work proactively with employers and other strategic community and industry partners
(e.g., Sector Councils); - Coordinate regional responses to employer, business and industry needs (e.g., job fairs);
- Facilitate and/or participate in employer-focused regional groups and committees and Nova Scotia Works System discussions as needed;
- Identify services, programs and resources to align with employer HR needs and make referrals as appropriate;
- Develop and maintain effective employer and community partnerships to strengthen employer engagement and respond to regional workforce needs;
- Represent Nova Scotia Works in employer, business, community and industry settings and promote available services and supports;
- Provide timely follow-up with employers to monitor outcomes, address emerging needs and maintain strong working relationships.
Qualifications
- Post-secondary education in business, human resources, marketing, career development, community services or a related field would be an asset;
- Experience in employer engagement, recruitment, human resources, business development, employment services, career development or a related field would be an asset;
- Experience developing and maintaining employer, business, community or industry partnerships;
- Experience conducting needs assessments, identifying solutions and making appropriate referrals;
- Experience working with diverse populations and/or individuals experiencing employment barriers would be an asset;
- Experience facilitating presentations, workshops, job fairs, employer events or community initiatives would be an asset;
- Demonstrated ability to work independently and as part of a multidisciplinary team;
- Strong organizational skills with the ability to prioritize competing demands, manage multiple activities and meet deadlines;
- Valid Nova Scotia driver's licence and access to reliable transportation required for regional travel.
Training Requirements (will be provided to the successful applicant)
